Job Overview

As an HR & Recruitment professional at Ipswich Borough Council, you will be responsible for managing various aspects of human resources, including recruitment, employee relations, performance management, and workforce planning. You will work closely with department heads, managers, and employees to ensure the Council has the right people in the right roles, aligned with our strategic objectives.

This role requires a proactive and strategic approach to HR, with a focus on fostering a positive workplace culture, promoting diversity and inclusion, and ensuring compliance with employment laws and regulations. Whether you are an experienced HR generalist, a recruitment specialist, or a talent management expert, this role offers the opportunity to make a significant contribution to the success of Ipswich Borough Council.

Key Responsibilities

Recruitment and Talent Acquisition

  • Lead end-to-end recruitment processes, including job postings, candidate screening, interviews, and job offers.
  • Develop and implement innovative recruitment strategies to attract top talent, both locally and internationally.
  • Build strong relationships with hiring managers to understand their staffing needs and provide expert advice on recruitment best practices.
  • Manage the Council’s employer brand, ensuring it reflects our values and appeals to a diverse range of candidates.
  • Oversee the onboarding process for new hires, ensuring a smooth and positive transition into the organization.

Employee Relations

  • Act as a trusted advisor to managers and employees on HR-related matters, including performance management, disciplinary actions, and grievance procedures.
  • Promote a positive and inclusive workplace culture by addressing employee concerns and fostering open communication.
  • Ensure compliance with UK employment laws and regulations, keeping up-to-date with changes and implementing necessary adjustments.
  • Support the resolution of workplace conflicts through mediation and effective problem-solving.

HR Strategy and Workforce Planning

  • Contribute to the development and implementation of the Council’s HR strategy, aligning it with organizational goals.
  • Conduct workforce planning to identify current and future staffing needs, ensuring the Council has the right skills and capabilities to deliver its services.
  • Analyze HR metrics and data to provide insights and recommendations for improving employee engagement, retention, and performance.
  • Support organizational change initiatives, including restructuring, redeployment, and succession planning.

Learning and Development

  • Identify training and development needs across the organization, designing and delivering programs to enhance employee skills and capabilities.
  • Promote a culture of continuous learning, encouraging employees to take ownership of their professional development.
  • Evaluate the effectiveness of training programs and make improvements as needed.

Diversity, Equity, and Inclusion (DEI)

  • Champion diversity, equity, and inclusion initiatives, ensuring the Council’s workforce reflects the community it serves.
  • Develop and implement policies and practices that promote fairness and equality in the workplace.
  • Monitor and report on progress toward DEI goals, identifying areas for improvement.

Visa Sponsorship and International Recruitment

  • Manage the visa sponsorship process for international candidates, ensuring compliance with UK immigration laws and regulations.
  • Provide guidance and support to candidates throughout the visa application process, from initial sponsorship to arrival in the UK.
  • Collaborate with external partners, such as immigration advisors and legal experts, to ensure a seamless experience for sponsored employees.

Qualifications and Experience

  • A degree in Human Resources, Business Administration, or a related field (or equivalent experience).
  • Professional HR certification (e.g., CIPD Level 5 or above) is highly desirable.
  • Proven experience in HR and recruitment, preferably within a public sector or local government setting.
  • Strong knowledge of UK employment law and best practices in HR management.
  • Experience managing visa sponsorship processes and supporting international candidates is a plus.
  • Excellent communication, interpersonal, and negotiation skills.
  • Ability to work independently and as part of a team, managing multiple priorities in a fast-paced environment.
  • Proficiency in HR software and Microsoft Office Suite.
